Carlos earned two bachelor degrees at the University of Manitoba: a BA in Psychology and a Bachelor of Social Work. He has also obtained certifications from the Canadian Translators, Terminologists and Interpreters Council (CTTIC) as a translator and court interpreter. Additionally, he is qualified to instruct community interpretation students in the Province of Manitoba.
Carlos has worked in the settlement sector for over 26 years which has included stints as a settlement counsellor, housing counsellor, reception services manager and settlement manager. Among his accomplishments, Carlos is proud to be a founding member and first president of the Manitoba Immigrant and Refugee Settlement Sector Association (MIRSSA). He has also served in other settlement sector groups on a provincial and national scale including:
- Prairie Region Settlement Provider Organization representative on the Resettlement Assistance Program Working Group
- Member of the Canadian Council for Refugees (CCR) Settlement and Integration Working Group
Carlos has also worked extensively in the field of interpretation and translation as a practitioner and program manager. Additionally, he has experience in the field of child care as a former staff supervisor in a school age child facility for which he was awarded the equivalent of the current ECE III designation.
In his spare time, Carlos is an avid soccer player and fan, who also enjoys travelling and gardening.
